With reference to the letter which was handed to me
and which forms part of the despatch No.5473/1912 of 16th June
from His Excellency the Governor of Hongkong together with a
copy of a letter referring to conditions regarding the export-
ation of opium from Calcutta to Macau, I have the honour to
inform Your Excellency that when Mr.R.0.Hutchison, Superinten-
dent of Imports and Exports Department of Hongkong called here
in Macau to which reference is made in your despatch No.5473/12
of 26th May, the subject discussed upon between us was merely
as to the necessity of the Governor of Macau authorising the
agent of the Concessionary Mr.B.N.Elias to export opium to this
Colony and also with reference to the authority already given
to the said Concessionary to anticipate the importation of opium
for consumption in future contracted year.
No mention was made as to a limited anticipated number
of chests, which could be imported, no understanding at all has
come to with referance to the clauses mentioned in the last part
of the 3rd Condition - the subject was not discussed with refer-
ence to 5th as both lay down a different principle to that pro-
vided for in the last part of Article 5th and of Article 7th of
the Anglo-Portuguese Agreement of 14th June, 1913, as towards
which this Government has received no authority. This Your
Excellency can infer from the official despatch from His Excel-
lenoy the Governor of Hongkong No.63 dated 28th May.
